India-Australia Uranium Agreement Signals A Broader Shift In India’s Resource Security Strategy

India and Australia have finalised the administrative arrangements required to operationalise long-term Australian uranium exports to India for peaceful civilian use under International Atomic Energy Agency safeguards. The announcement came alongside agreements covering critical minerals, resilient supply chains, cyber security, clean energy and critical technologies. Together, they point to a partnership that is expanding beyond traditional diplomacy into the strategic capabilities that will underpin both countries’ future economies. For India, the uranium agreement comes as the country seeks to expand nuclear power while reducing vulnerabilities across its long-term energy supply chains.

What Is Changing?

As reported by Reuters⁠, India and Australia have completed the arrangements needed to operationalise the 2014 Civil Nuclear Cooperation Agreement, enabling long-term Australian uranium exports to India under IAEA safeguards. Australia possesses more than one-third of the world’s known uranium resources⁠, making it one of the world’s most significant potential suppliers of nuclear fuel. Alongside the uranium arrangement, the two countries also announced new cooperation across critical minerals, renewable energy, resilient supply chains, cyber security and emerging technologies, reflecting the growing breadth of their Comprehensive Strategic Partnership.

The agreement arrives as India pursues one of the world’s most ambitious nuclear expansion programmes. Speaking at the International Atomic Energy Agency General Conference, Dr Ajit Kumar Mohanty, Chairman of the Atomic Energy Commission, said the government aims to increase India’s nuclear power capacity to 100 GW by 2047.

The significance of the Australia agreement extends beyond securing one source of uranium. As the Financial Times reported, India has been intensifying efforts to secure uranium and critical minerals through international partnerships as it seeks to diversify its energy mix, strengthen domestic manufacturing and reduce supply-chain vulnerabilities exposed by recent geopolitical disruptions. In recent years, India has also expanded critical minerals partnerships with countries including Australia, Argentina and Japan while pursuing additional agreements with countries such as Brazil, Canada and France.

Energy transitions increasingly depend not only on deploying new technologies but also on securing the strategic resources that make those technologies possible. For nuclear power, long-term fuel security becomes part of the infrastructure itself.

The agreement provides greater certainty over one of the key inputs needed for India’s nuclear expansion. The larger question is whether greater fuel security can support faster deployment of nuclear capacity over the coming decades. Expanding nuclear power will still depend on financing, regulatory approvals, reactor construction, skilled workforce development and supporting infrastructure.
